I asked again to the office staff which I know well in Japan post office. I asked much the person in charge for investigating the situation which general office staffs can not check normally.
The result is as follow.
The packages to the foreign country were combined with a few packs into one bag and sent by air mail. The tracking number of the bag is registered. When we checked the number of the bag which your item is put, it is surely delivered.
However, the system does not recognize as being delivered to Canada unless the bag is opened.
