回答は以下の通りです。
貴社から送信されたカード決裁情報が暗号化されていない、もしくは貴社から送信されたカード決裁情報のセキュリティ証明が不正なため、セキュリティチェックエラーが発生しています。
セキュリティチェックエラーのため、クレジットカード会社に売上情報が届いていません。
したがって、クレジットカード会社は決裁出来ません。
貴社は、カード決裁システムを修正し、再度、カード決裁を行ってください

I made a request for payment at credit card company, but they replied that payment cannot be made.
Their reply is as below.
Credit card payment information sent from your company was not coded, or security certificate of card payment information sent from your company was not valid so security check error occurred.
Due to security check error, sales information has not reached to the credit card company.
Therefore, credit card company cannot make payment.
Please correct card payment system and make card payment again.

Though I asked the credit card company to approve, I was informed that they could not.
