As I read the report, it's written 2 amount of money. One is 17 as fair value conclusion. Another one is 12 as open market conclusion. The company adopts 17. Is it okay if we adopt 17 as estimated at current prices?

I read the within expert opinion of A company, it says prices 17 which is Fair value conclusion of land and building, and 12 which is open market conclusion. The company adopts 17, are there any problems to adopt 17 as the current price?
