I've understand the situation. The same kind of users might appear in the future, please be sure you are very careful about that.
If you deal this kind of situation with the same process that you do this time, it might cause the difficulty to reject, or even causes trobles.
In my opinion, it is very hard to change the way that how you deal with others to fit every individual ones.
