IELTSのスコアの条件を満たすことができていません。
イギリスでビザの申請をすると料金がとても高くなってしまい、また留学費用が限られているため、条件なしのオファーをもらうことはできないでしょうか。かならず英語コースをパスすることを約束します。

I did not clear your IELTS requirement. However, I am confident that I will pass the English course once I am admitted; that is my promise. My budget for studying abroad is limited and I cannot bear the cost of applying for a visa while I am in England. Therefore, I would really appreciate it if you could kindly take me despite not fully satisfying the requirements.

That I meet a condition with the score of IELTS isn't made.
When applying for the visa in the United Kingdom, simply, because it has become high and also a studying abroad cost is limited, will the charge not be able to have an offer without the condition?

I cannot get the IELTS qualification yet. If I apply for my Visa in England, the fee would be very expensive. As my fund for the overseas education is limited, can't I get an offer without any conditions? I promise I will surely clear the English course.
