日本郵便がモンテネグロの略称"ME"とメキシコの略称"MX"を勘違いして、誤ってメキシコに送っていたようです。その後イギリス経由でモンテネグロに転送しましたが、イギリス郵便局が却下したようで日本に戻ってきたようです
この度はご迷惑をおかけしまして深くお詫び申し上げます
原因の特定ができましたので、今度は絶対に間違えないようにモンテネグロまで送るように郵便局員にきつく言います

It seems that Japan Post sent the package to Mexico by error, confusing ME (Montenegro) with MX (Mexico). Later it was forwarded to Montenegro via England, but as England refused it, it was returned to Japan.

Japan Post confused "ME" that stands for Montenegro and "MX" that stands for Mexico, and sent it to Mexico by mistake. After that, it was forwarded to Montenegro via United Kingdom, but it was refused at post over there and returned to Japan.

We have found out a root cause.
Japan post mistakenly sent the item to Mexico because they misunderstood the country codes between “ME” for Montenegro and “MX” for Mexico.
After then, they sent the item to Montenegro via England, but England post seemed to deny for accepting the item, so it seems on the way back to Japan.
I am terribly sorry for the inconvenience we have caused.
As we have found out the root cause, we will strongly demand postal staff for not making same mistake and make sure to send the item to Montenegro.
Though I would like to resend the item, you have already canceled the order so please place a new order through the Amazon USA.

Japan Post had mistaken an abbreviated title of Montenegro "ME" to " MX" of Mexico, then they shipped to Mexico.
