電話をかけるときにインターネットに接続しているように見えるのはOS(Safari)がそのように見せているだけで実際にはインターネットに接続していません。
試しにiPhoneをフライトモードに設定してもアイコン自体は動作することを確認していただけると思います。フライトモードだと実際には電話をかけることはできませんが。

The reason why you feel like connecting the Internet when you call is that OS(Safari) just makes you feel so. You don't actually connect the Internet.

Although the phone appears to be connected to the Internet when you make a phone call, it is not in fact connected to the Internet but the OS (Safari) makes it look so.
If you give it a try on iPhone by enabling airplane mode, you will notice that the Internet icon itself appears to be activated. You cannot actually make a phone call on airplane mode, though.

When you are calling to someone, you can see the sign of connecting to The internet. However, it is just a function of the OS or safari. Virtually it doesn't connect to. As for the proof, even you activate the Airplane mode, the connection sign will appear on the diaplay. Anyway, you cannot call anyone with Airplane mode.
