電話をかけるときにインターネットに接続しているように見えるのはOS(Safari)がそのように見せているだけで実際にはインターネットに接続していません。
試しにiPhoneをフライトモードに設定してもアイコン自体は動作することを確認していただけると思います。フライトモードだと実際には電話をかけることはできませんが。
