プログラムはEXCELマクロ、VBA、WEBプログラミングなど言語を問いません。 しかし、私のコンピュータ使用環境下でも操作ができることが前提条件となります。
プログラミングの修正はこちらでは一切行いません。動作不良時などの修正、メンテナンスはすべてプログラマーの責任となります。

先頭行、Ａ列の番号が異なるセルの間（赤い下線部）に空白行を挿入してください。

I would like to process and convert arrays like B's into A's data array and content data.
The same CSV file as B has over 100 points and there's also a file with 5000 lines of data within 1 file.
Since it's difficult to process and convert all of the CSV files and data manually, I am requesting a program that can easily convert the contents from B's array to A's array within 1 file.
As for the program, languages like Excel Macro, VBA, or WEB programming don't matter to me.
