自分のサイトでも同じような動作をします。PC版のようにタイトル名とURLが入力されている状態にしたいのです
もしかしてスマートフォンで確認すると問題ないのでしょうか？それとも仕様ですか？
ちなみに私はPCで以下のURLにアクセスして確認しています

The following pop-up will show when a button is clicked on Twitter for the demo site (mobile version).
