According to Chosun Ilbo, the beta version is focused only on text messaging, leaving out shopping and content sharing, and there’s no word whether those features will make it to the release version. Ten thousand people will be given early access to the PC app before the official release in May.

BeSuccess has a screenshot and a description of the PC app. It says that the app will be using your Kakao ID instead of your phone number to log in but the service will send a verification code to your phone.

Being able to carry conversations without relying on a single device would be the ultimate convenience. Facebook Messenger already offers this thanks to Mark Zuckerberg’s idea of using it to supplant email as the preferred communication method, but it’s not among the top messaging platforms being used in Asia and people don’t generally consider Facebook as a messaging service. Not yet anyway.

Kakao’s absolute dominance in South Korea, (the company claims 97% of the market) has yet to translate internationally but this latest development should provide a boost in the adoption of the service, or at least a strong consideration to put it ahead of some of the other competing services. Currently KakaoTalk is used by over 80 million people globally and already available on iOS, Android, Windows Phone, BlackBerry, and Bada platforms, although full feature access are only on iOS and Android for the time being.

In Indonesia, Kakao will boost its promotional campaign following its Indonesian launch earlier this month, by releasing a TV advertisement and five behind the scene videos starring Korean hip hop act Big Bang and Indonesian singer/actress Sherina Munaf, starting 29 March. Munaf recently visited South Korea and met with Kakao’s co-CEO Brian Kim at the company’s headquarters in Seoul.

また、インドネシアでは、今月同国でKakaoTalkをローンチしたことを受け、韓国のヒップホップグループBig Bangとインドネシアの歌手／女優Sherina Munafが出演するTVコマーシャル1本と、舞台裏ビデオ5本を3月29日からローンチして、同サービスのプロモーションキャンペーンを大々的に行っていく。最近、Munafは韓国を訪れ、ソウルにあるKakaoTalk本社で共同CEOのBrian Kim氏に会った。

Kakao’s vice president of global product development Kate Sohn said in a statement, “Sherina and Big Bang both are renowned for their creativity, charisma, and artistic qualities. Sherina’s energy will add a local flavor to the effort in introducing one of Korea’s most favorite technology brand. Combined, they are the best choice to represent the freedom and enjoyable experience with KakaoTalk.

Kakao’s promotional drive comes on the heels of Line’s and WeChat’s TV campaigns which began earlier this year. Between January and February of this year, KakaoTalk has had nearly 300 percent increase in signup and usage. The service’s highlight, aside from the free text messaging and the popular games, is the free group voice messaging with high definition audio which allows up to five simultaneous participants in a single call. KakaoTalk’s voice calls can take advantage of the voice filters, provided by the familiar characters Talking Tom and Talking Ben.

Baidu, Tencent, Xiaomi CEOs Propose New Legislature to Strengthen China’s Tech Sector

It’s spring in Beijing, and China’s yearly legislative conferences (the “Two Meetings”) are being held in the capital. Among them is the National People’s Congress (NPC), which boasts among its members two new representatives: Xiaomi CEO Lei Jun and Tencent CEO Pony Ma. But the NPC doesn’t have a monopoly on the stars of China’s tech industry. The other meeting, the Chinese People’s Political Consultative Conference (CPPCC), is also welcoming a new representative: Baidu CEO Robin Li.

北京に春がやってきた。中国で毎年定例の2つの議会（両会）が首都北京で行われている。そのうちの1つは全国人民代表大会（NPC）で、新たな代表メンバーとしてXiaomiのCEO Lei Jun氏とTencentのCEO Pony Ma氏が加わった。だが、NPCが中国テック業界のこれらの有名人を思いのままにすることはない。もう1つは中国人民政治協商会議（CPPCC）で、この会議も新たな代表者を迎えている。BaiduのCEO Robin Li氏だ。

So China’s tech giants are out in force in China’s legislature. Neither the NPC nor the CPPCC wields much real power, but that hasn’t stopped any of these guys from making proposals. So what have these fine gentlemen suggested so far? Let’s take a look!

Xiaomi’s Lei Jun: Cut away the red tape for startups

Lei Jun’s proposals this year are focused on making things easier for startups. In his NPC proposal, Lei lists five problems and proposes solutions for them.

そう、中国テック業界の大物が中国の議会に大挙しているのだ。NPCにもCPPCCにも大した実権はないが、だからといってこれらテック業界の大物が提案することを止めたりはしていない。そこで、これらの立派な人物らがこれまでに何を提案してきたかを見てみよう！

Xiaomi社Lei Jun氏による提案：スタートアップへの繁雑な手続きをなくそう

Lei Jun氏の今年の提案は、スタートアップに関連する諸手続きを今までより簡単にすることに重点が置かれている。NPCでの提案で、同氏は5つの問題点とその解決策を挙げている。

・Problem: The government industry and commerce organizations often force new companies to register legal documents using specific forms and structures because its employees don’t have the time or expertise to assess the legality of more customized documents, even though those may be better for companies. Solution: Let companies and their lawyers take responsibility for the legality of their documents and don’t require industry and commerce organizations to assess them.

1．問題点：政府の工商行政管理総局の組織団体は、新しく設立した企業に特定のフォームやシステムを使って登記登録を強いることが多い。というのも、同局組織団体の職員にはカスタマイズされた書類の合法性を評価する時間もなければ専門知識もないからだが、カスタマイズの書類を提出するほうが企業にとっては利便性がよい事もある。解決策：書類の合法性については企業や企業の弁護士に責任を持たせ、行政の組織団体にそれらの書類を評価させることは止めよう。

・Problem: In cases of premium capital increase at an LLC, the Industry and Commerce officials only investigate and certify the capital that is on the books when the company is registered, and not the premium increase in addition to what’s on the registry. Solution: The Ministry of Industry and Commerce should start investigating and certifying all of the capital.*

・Problem: Registering a company name can be a long and inconvenient process. Solution: Increase options for communication (such as phone and web communication) and implement web tools to streamline the name-registration process.

2．問題点：有限責任会社が割増増資をする場合、工商行政管理総局の職員はその企業が登録される時に帳簿にある資本金しか調査・認定せず、登記上の資金への増額は調査・認定しない。解決策：同局はすべての資金を調査・認定し始めるべき*。

3．問題点：企業名の登録は長く面倒なプロセスとなることがある。解決策：コミュニケーションの選択を広げ（電話やウェブなど）、企業名登録のプロセスを合理化するためにウェブツールを導入するべき。

・Problem: Official industry and commerce organizations require a specific number to be filed along with a pledge of stock rights, even though some pledges of stock rights aren’t for specific sums of money but rather for fluctuating sums tied to stock prices, voting shares, etc. Solution: Don’t require the registration of a specific sum in some cases.

・Problem: Buying enterprise invoices can become expensive as there are only a few authorized printers and little wiggle-room for debate on price. Solution: Make them free, like other invoices.

4．問題点：工商行政管理総局の組織団体は新株先買権の質入れと共に具体的な数字を求めるが、新株先買権の質入れは具体的な金額ではなく、むしろ株価や議決権株式などと結びついた額によって変動する。解決策：場合によっては、具体的な数字の提示を要求するべきではない。

5．問題点：企業領収書の購入は費用が高くつくことがある。それは、（企業領収書を発行するために）認定された印字機が少しあるだけで、価格を交渉する余地はほとんどない。解決策：企業の領収書発行を他の領収書と同じように無料にするべき。

Tencent’s Pony Ma: The government should embrace the internet, support tech companies financially

Perhaps unsurprisingly, Pony Ma’s NPC proposals also focus on improving China’s startup environment. According to Sina Tech, he has so far made three proposals:

・The government should support startups by pushing big companies to create epayment, microfinance, and capital investment platforms that will improve the startup supply chain. The government should also establish its own organizations to support and invest in startups, as well as cracking down on IP violations and law-breaking.

Tencent社Pony Ma氏による提案：政府はインターネットを受け入れ、テック業界を金銭的に支援するべき

驚くことでもないと思うが、Pony Ma氏がNPCで提案したことも、中国のスタートアップ環境を改善することに重点が置かれている。Sina Techによると、同氏は次の3つの提案をしている。

1．政府は、大企業に対しスタートアップのサプライチェーンを改善することになる電子決済、マイクロファイナンス、資金投資プラットフォームを構築するよう強力に後押ししてスタートアップを支援するべきだ。また、政府は知的財産権の侵害と法律違反を取り締まると同時に、スタートアップを支援もしくはスタートアップに投資する政府独自の組織団体を確立するべき。

・China needs to put more strategic emphasis on the internet by doing three things: establishing a single organization with clear-cut responsibilities for managing the internet, increasing subsidies for basic telecommunications services, and speed up the move to the web when it comes to government and social services.

・China should do more to assist tech companies as they move out internationally by actively participating in international trade agreements and safety standards as well as providing additional support and assistance to internet companies and even establishing an “internet commissioner” in overseas Chinese embassies.

2．中国は次の3つのことを実行してインターネットにもっと戦略的な力を注ぐ必要がある：1）インターネットを管理するために明確な責任をもった1つの組織を確立する、2）基本的な通信サービスへの助成金を増やし、3）政府および社会福祉サービスにおいてはウェブサービスを素早く導入する。

3．中国は、テック企業が国際的な事業展開を進めるなか、国際的な貿易協定や安全基準に積極的に参加したり、ネット企業に対して更なる支援・援助を行い、さらには海外の中国大使館に「インターネット委員」を確立するなどして、中国のテック企業をもっと支援するべき。

Baidu’s Robin Li: Don’t require real names to use public wi-fi

Robin Li’s proposal to the CPPCC is focused on making public wi-fi faster and easier to use. According to Sina Tech, the current regulations governing public wifi require wifi providers to track and store users real names, and what sites they visited. Public wifi time is also limited, and logging in is difficult. Li’s proposals states:

Under the current system, wi-fi loses the convenience and speed that was originally the point, and raises the difficulty and threshold for using wi-fi to the extent that many people have just given up on it. When you make users take one extra step, you lose 90 percent of them.

Baidu社Robin Li氏による提案：公共のwi-fi利用に実名を要求するべきではない。

Robin Li氏がCPPCCで行った提案は、公共のwi-fiサービスをより早く簡単に利用できるようにすることだ。Sine Techによると、公共のwi-fiを取り締まる現行の規則で、wifiプロバイダーはユーザーの実名とユーザーがどのサイトを訪れたかを追跡し保管するよう義務づけられている。また、公共wifiは制限がされていて、ログインも難しい。Li氏の提案は次の通りだ。

現行システム下では、wifiのもともとの利点である利便性とスピードを失っており、wifiを使うことが難しく、多くの人がwifiを使うことを諦めるという状態にまで達している。ユーザーに更なる余分のステップを強いれば、ユーザーの90％を失うことになる。

Li has two recommendations for combatting this:

・Lower the threshold for getting online by eliminating the real-name and phone number requirement for some public wifi locations.

・Use a web-exclusive ID for logins (such as an email address or a weibo account), don’t require an authentication code every time, and that should solve the problem of repeat registrations and get everybody online more quickly and conveniently.

Li氏はこの問題に取り組むために2つの提案を行っている。

1．公共wifiスポットのいくつかにおいては、実名と電話番号を要求することをなくし、ネットを利用しやすくする。

2．ログインにはウェブ専用のID（eメールアドレスもしくはWeiboアカウントなど）を利用し、毎回認証コードを要求することをやめる。そうすることによって、重複登録という問題が解決でき、すべての人がより早く簡単にネットを利用できるようになるはず。

We probably won’t see more formal proposals from these guys this year, but that doesn’t mean they’re going to keep quiet for the rest of the session, and other luminaries in China’s tech industry will probably also make use of the Two Meetings to call for changes in China’s tech scene. *This one involves a lot of financial jargon and we’re not 100 percent sure we’ve gotten it exactly right, so we’ve contacted Xiaomi for a bit of clarification and will update the post if needed.

Lonely for the Holidays? Rent a Boyfriend on Taobao!

Spring Festival is fast approaching, and for China’s younger generation, that often means returning home to an extended family that’s ready to spend a full two weeks badgering you about when you’re going to get married and, if you’re not already seeing someone, trying to set you up on blind dates. It’s such a drag, in fact, that some people have turned to renting fake significant others to keep their families off their back for the holidays. And where do you go to rent a fake boyfriend or girlfriend? Taobao, of course! It just goes to show, you really can find anything on Taobao.

彼氏のいないホリデー？Taobaoで彼氏をレンタルしよう！

もうすぐ春節。中国の若い世代にとって春節とは、大抵の場合、生まれ故郷に帰って家族・親戚に会い、まるまる2週間をそこで過ごすということだ。家族や親戚は、いつ結婚するのかとか、恋人がいないならお見合いをさせようとして、しつこく干渉してくる。こんなことにうんざりしている人のなかには、家族のそんな干渉から逃れるために、偽の恋人を実際にレンタルする人もいる。偽の彼氏や彼女をレンタルするのに訪れるのは？もちろん、Taobaoだ！本当に、何でもTaobaoで見つけられるようだ。

Pricing can vary widely depending on who you’re buying and what you want them to do. If you’d like this guy to come home with you for the holidays, for example, it’s going to cost you 800 RMB ($126) per day, although you can get 10% off if your hometown is in the southern part of the country. During that time, he writes, he’s willing to do all kinds of things, like helping you carry stuff, chatting with your parents, and even (depending on the circumstances) washing your parents’ feet. Drinking with the family costs extra, and don’t expect any hanky-panky beyond handholding, because it’s strictly off limits.

レンタル料金は、誰をレンタルするか、その人に何をして欲しいかによって、大きく異なる。例えば、ホリデー中にこの男性と一緒に帰省して欲しいなら、1日の料金は800元（126米ドル）。だが、中国南部への帰省なら10％のディスカウントがある。この男性の説明によると、レンタル期間中はどんなことでもしてくれるそうだ。例えば、荷物を運んだり、両親と話をしたり、そして（状況にもよるが）親の足も洗ってくれるそうだ。依頼人の家族とお酒を飲むのには追加料金がいる。そして、手を握る以上の恋愛ごっこは期待してはいけない。完全にルール違反だからだ。

We contacted Taobao parent company Alibaba, but the company declined to comment publicly about whether or not this practice is permitted under Taobao policy.

In practice, it certainly seems as though it’s permitted, because finding rental boyfriends to take home on the site is quite easy. Rental girlfriends seem to be a bit more scarce (though there are still some available), and searches for “rent girlfriend” result in a “in accordance with the relevant laws, search results cannot be shown” error message, although many other similar searches still work.

この件に関して、私達はTaobaoの親会社Alibabaに連絡を取ったが、こういう行為がTaobaoの運営方針のなかで許されているのかどうかについては同社は公でのコメントを拒否した。

実際のところ、こういう行為は確実に容認されているように見える。というのも、同サイトでは、故郷に連れて帰るレンタルの彼氏を簡単に見つけることができるからだ。彼女のレンタルは彼氏のレンタルよりもかなり少なく ——それでも、見つけることは可能——、また「彼女のレンタル」で検索すれば、「関連法に従い、検索結果を表示できません」というエラーメッセージが表示されるが、その他多くの類似検索を行えば検索結果を得ることができる。

With the Spring Festival holiday fast approaching, most people inclined to take advantage of this sort of service have likely already booked a significant other. But those of you interested in renting yourselves out now have a full year to prepare your Taobao page for next year. And how long can it be before a Chinese startup comes along to offer a dedicated platform for renting boyfriends and girlfriends? (Of course, there are plenty of traditional dating options like Jiayuan and Momo in China, too).

春節が近づくなか、こういうサービスを利用したい人のほとんどが偽の恋人をすでに予約したようだ。だが、自分自身をレンタルすることに興味がある人は、来年の春節までまる1年あるので、来年に向けて自分のTaobaoページを準備すればいいだろう。でも、彼氏や彼女のレンタルを専門にしたプラットフォームを提供する中国のスタートアップが現れるまでどのくらいかかるだろう？（もちろん、中国には、JiayuanやMomoなど、従来型の出会い系サービスもたくさんある。）
