From the perspective of practice, the rise of China has attracted worldwide attention, and
China’s unfinished economic, social and political transitions demand tremendous
intellectual support. The study of Chinese politics has been developing rapidly in
many countries, but so far, not in China.
This is a great irony, not for other
countries, but for the Chinese nation. Is that possible that one day the Chinese
language will become the primary language of academic publications on Chinese
politics? Is that possible that one day China’s homeland will become the major venue
where the study of Chinese politics is programmed, funded, conducted, and taught?

実践的な視点から、中国の台頭は、世界的な注目を集めてきましたし、中国の未完成の経済的、社会的、および政治的な変遷は、とてつもない知の支援を必要としています。中国政治の研究は、多くの国で急速に発展してきていますが、いままでのところ、中国においてはそうではありません。
これは、他諸国にとってよりも、中国という国にとって、大いなる皮肉です。ある日、中国語が、中国の政治に関する学術的出版物の主要言語になっているということはありうるのでしょうか？ ある日、中国本国が、中国政治研究がプログラムされ、資金調達され、運用され、また教えられる主要な場になっているということはありうるのでしょうか？

A scholar would not argue that this is a purely trivial problem, because
reference notes not only indicate the source of information and make arguments with
evidence, but they also ensure the continuation of intellectual development which
allows for the accumulation and progress of knowledge. A more significant issue
concerns the assessment and evaluation of scholarship: It is not the government or
the ruling political party that has the authority to assess and evaluate the quality of
scholarship. This is easy to understand in a system with academic autonomy and
freedom, but it is definitely not natural in contemporary China. In a similar vein,
financial sponsors are also unable to do such assessment
and evaluation.

学者は、これが全く取るに足らない問題であるとは言いいません、なぜなら、出典注記は情報源を示し、証拠に基づく議論をさせるだけでなく、知識の蓄積と向上を可能にする知の発展の継続を確実にするものだからです。より重大な問題は、学問の評価と判断に関係するものです。学問の質を評価し判断する権限があるのは、政府や支配政党ではありません。これはアカデミックな自治と自由があるシステムであれば容易に理解できるのですが、現代の中国では決して当然のことではありません。同じように、財政スポンサーも、そのような評価と判断をすることはできません。

To establish the peer-review system in China is not some form of
“Westernization;” it is rather an urgent step of “localization” and professionalization
of scholarship.
There are many other tasks that should be performed in order to establish the
institutional infrastructures inevitable for the development of scientific research.
Academic journals are among these, and the publication of book reviews by
academic journals must also be accounted for. In this aspect, those norms and
procedures practiced in the English-language academic world have their problems,
but they are definitely better than the practice without consistent academic norms
and procedures as that is observed in today’s China.

中国で専門家による評価システムを確立することが、ある種の「西洋化」なのでありません。それはむしろ「ローカリゼーション」の緊急対策であり、学問の専門家なのです。科学研究の発達のためには避けられない、組織のインフラを確立するために実行されなければならない多くの他のタスクがあります。学術誌がこれらの一つですし、学術誌による書評の公表にも説明責任が負われなければなりません。この面では、英語言語のアカデミック世界で行われている基準と手順にも、それなりの問題はありますが、今日の中国で観察される、一貫したアカデミックな基準や手順のないプラクティスよりは間違いなく良いのです。

All of these are common for any discipline of natural sciences, humanities and
social sciences in industrialized nations, which follow similar academic norms and
ethics. In the Chinese context, however, it seems much easier for natural sciences to do
that, as nobody disputes against those norms and further, research agenda and research
issues calling for indigenization of physics, chemistry, or biology, even though one
may argue that Chinese people are biologically with Chinese characteristics. Even in
humanities, one rarely hears something like “anti-Westernization” of Chinese historical research. The uniqueness of political
studies in today’s China, is the very weak presence of
the study of domestic Chinese politics.

これらは全て、先進工業国の自然科学、人文科学と社会科学のどの学科でも一般的であり、みな類似のアカデミックな基準と倫理に従っています。しかし、中国的な文脈では、誰もそれらの基準や、さらには、物理学、化学または生物学の土着化を求める研究課題、研究問題に異議を唱えるものがいないため、自然科学においてずっと簡単なようです。たとえ、中国人には生物学的に中国的な特徴があるといわれるとしても。人文科学においても、中国の歴史研究の「反西洋化」というようなことはほとんど聞かれません。今日の中国の政治的な研究のユニークさは、中国国内政治の研究の存在感が非常に弱いことです。

If localization is necessary for Chinese
political science, isn’t it the most urgent task to focus on Chinese politics, 'local'
politics of China in comparison with foreign and global ones?
Being autonomous and independent, does not signify the exclusion of
external influences. To develop the study of Chinese politics, the students of this
field can learn from sister fields, such as Chinese foreign policy studies in China. In fact, the studies of political sociology and modern Chinese history are able to offer good
examples to the study of Chinese politics. In a similar vein, the resistance to learning
from Western/American studies of Chinese politics will not help improve the
Chinese study of Chinese politics either.

中国の政治学のためにローカリゼーションが必要であるとすれば、中国の政治、外国および世界的なものとの比較による中国『ローカル』政治、に注目することが、最も緊急な仕事ではないでしょうか？自律的で独立していることは、外部の影響が排除されるということにはなりません。中国の政治の研究を発展させるためには、この分野の学生は、姉妹分野、例えば中国の外交政策研究、から学ぶことができます。実際、政治社会学と現代中国史の研究は、中国の政治の研究に良い例を提供できます。同じような文脈から、中国の政治の西洋/アメリカでの研究から学ぶことに抵抗したところで、中国での中国政治の研究を改善する役には立ちません。

Indigenization should not mean antiforeignism;
rather, there are 3 excellent examples demonstrating how foreign
influence enriches political studies in U.S or enlightening how China
may learn from international experience in terms of contributing to political science.
The 1st example is the American response to Tocqueville’s study of American
democracy, which is regarded by the highly indigenized academics on American
politics as an indispensible classic . Another example is the study of peasants:
2 leading American scholars in the regard, have
respectively investigated peasant politics of Southeast Asia, and have made great contributions to comparative politics
through their contending theories, “the moral economy”

現地化は、排外主義を意味してはなりません。むしろ、外国の影響がどれほどU. The other significant step which is equally decisive for the institutionalization of
professional autonomy, and especially for the promotion of political study
scholarship, concerns “internal institutional building,” by which I mean the norms,
principles, and procedures that govern qualifications and assessments of human
resources, research projects, scholarly publications, and educational offers in the
study of Chinese politics. A perhaps superficial issue in this regard is about the
format and professionalism of research articles: in China there are still numerous
articles published in leading political science journals like yanjiu that
lack any format for academic reference—in other words, no any footnotes.

The headliner have prematurely called it quits and dropped the dates, but Rotting Out have salvaged their own path. Fitz And The Tantrums’ first album, 2010’s Pickin’ Up The Pieces, was an anomaly in pop music: a fun, upbeat retro-soul/funk/R&B hybrid that sounded remarkably fresh, thanks in part to frontman Michael Fitzpatrick’s surprisingly pissed-off lyrics and saxophonist James King’s perfectly sculpted horn lines.Unfortunately, nearly everything that made Fitz And The Tantrums interesting has been thrown out the window for More Than Just A Dream.Fitzpatrick has run out of anything interesting to say, instead relying on awful clichés (“Break The Walls”), and the saxophone has been traded in for stacks of schmaltzy synths.

Either there’s a full resurgence of mid-’90s melodic hardcore afoot or a bunch of 40-something dudes from all of those bands are getting serious hankerings for another try at the scissor-kick leap before their bodies won’t let them do it anymore.Implants are a ’90s SoCal punk supergroup of sorts, featuring members of Strung Out (guitarist Rob Ramos), Pulley (guitarist Jim Blowers), Ten Foot Pole (bassist Chris Del Rio and drummer Chris Dalley) and Ken Conte, the singer from Brown Lobster Tank.(How many remember their sole 1995 album, Tooth Smoke?Hey you: the one sporting the blue crew cut and knee-long wallet chain in the back there!)
