東京観光財団は、このほど「Tokyo Meeting Planner’s Guide2013-2014」を発刊した。

全編英語で海外の国際会議主催者やミーティングプランナーに向けて、東京のビジネスイベント関連情報を紹介する。

06年の初刊発行から第３版となる今回は、デザインを一新し、ビジュアル重視を徹底することでより見やすい誌面を実現したほか、施設紹介では基本データに加え周辺のエリア情報を豊富に記載し、より利便性の高いガイドブックとなっている。

Tokyo Convention & Visitors Bureau has recently published "The Tokyo Meeting Planner's Guide 2013-2014".

This guidebook, entirely written in English, provides information regarding business events held in Tokyo for organizers of international conferences and meeting planners.

This is the third edition of the guide, the first edition of which was released in 2006, is newly designed to put much emphasis on the appearance and make it more user friendly. Abundant area information was also added to the basic information included in the list of facilities to improve the convenience of the guidebook.

My wife ordered this product. It arrived within the time frame quoted and was packed well. They had a hand written thank you note in English. It would have helped to have the directions in ENGLISH included with the note. She said it wasn't rocket science to operate but knowing the allowed heating time and when to use(before or after mascara) would have been very helpful.

I graduated from Vilnius Academy of Arts. My first art exhibit I set while still at school (collage exhibition) and this was the reason why I decided to study arts. The design as profession I chose because it seemed promising profession.

I discovered painting while studying at the Academy of Fine Arts.
To prepare for accession to the Academy of Fine Arts, I attended painting and drawing courses. I painted still alive mostly. And it seemed pointless. I always asked myself : Why should we paint this if we can just take a picture? But when I was in 3rd year, we received an interesting ask. I had to paint abstraction, which depicted a living thing.

私は、ビリニュス・アカデミーオブアートの卒業生です。最初の美術展覧会は、在学中に参加し（大学の展覧会でした）たのですが、これがきっかけで芸術を学ぶことを決意しました。デザインを職業として選択したのは、将来有望な職業だと思ったからです。

この芸術アカデミーで絵を描くことが好きになりました。
芸術アカデミーに入学するために、絵画やスケッチのコースを受講しました。主に静物画 (still lifeの間違いかと思います）を描いていましたが、意味がないことのように思えました。いつも「なぜ写真を撮るようにこれを描かなければならないのだろう？」と自問していました。しかし、3年生のとき、おもしろい課題が出ました。抽象画で生き物を描くことになったのです。

CPSC Publishes Final Rules for Infant Swings within Federal Register
On November 7, 2012, the Consumer Product Safety Commission (CPSC) staff published within the federal register the final rules for infant swings. The final rules will adopt the ASTM F2088-12a standard as mandatory with two specified modifications and will become effective May 7, 2013

Background of CPSIA
Under the Consumer Product Safety Improvement Act (CPSIA), the Consumer Product Safety Commission (CPSC) is required to study current industry safety standards related to certain infant & toddler products and to make an assessment as to whether those standards would be considered sufficient safety standards.

2012年11月7日、消費者製品安全委員会 (CPSC) が官報において、乳児用スウィングに関する最終規則を公布した。規格ASTM F2088-12a を採用し、指定された2か所の改良を義務付けるこの最終規則は、2013年5月7日より施行される。

CPSIAについて
消費者製品安全性改善法 (CPSIA)に基づき、消費者製品安全委員会 (CPSC)は、乳幼児に関連する特定の製品について現在の業界の安全規格を調査し、これらの規格が十分に安全なものであるかどうかを査定する必要がある。

CPSC has already issued mandatory standards for infant walkers, infant bath seats, toddler beds, full / non-full size cribs, portable bed rails and play yards.

Summary
An infant swing is defined as a stationary unit with a frame and powered mechanism that enables an infant to swing in a seated position. An infant swing is intended for use with infants from birth until a child is able to sit up unassisted.

The final rules, designated as 16 CFR 1223, will require each infant swing that is manufactured or imported on or after May 7, 2013, to comply with the requirements of ASTM F2088-12a with two modifications as listed below.

最終規則、16 CFR 1223は、2013年5月7日以降に製造または輸出される全ての乳児用スウィングに対し、以下に述べる2か所の改良と、ASTM F2088-12a の要求事項に従うことを義務付ける。

Summary of Modifications
Do not comply with Section 8.3.1 of the F2088-12a. Comply with the following instead;
Products that have an adjustable seat back greater than 50 degrees from the horizontal shall contain the following addressed warning;
Keep swing seat fully reclined until child is at least 4 months old AND can hold up head without help.
Young infants have limited head and neck control.
If seat is too upright, infant’s head can drop forward, compress the airway, and result in DEATH.

F2088-12a の8.3.1項ではなく、以下に従うこと。
水平位置から50度を超える座席の調整が可能な商品については、以下の警告の記載を加えること：

Additional warnings shall also address the following;
To prevent serious injury or death from infants falling or being strangled in straps:
Always secure infant in the restraint system provided.
Never leave infant unattended in swing.
Discontinue use of swing when infant attempts to climb out.

Travel swings shall address the following;
Always place swing on floor. Never use on any elevated surface.
A revision to the test method for mobile attachment strength (Section 7.12.2) was also included.
