GBP 12.90の送料は追跡・補償(Royal Mail International Signed for)含まれますか？

保険と追跡の送料込みでGBP 165で購入したいです。
またImport chargesのGBP18.84が高いので、ebayのGlobal Shipping Programの設定を解除して頂けませんか？

Does the shipping charge of GBP 12.90 include tracking and compensation(Royal Mail international signed for)?

I want to purchase GBP 165 with insurance and tracking service fees included. Also, the import charges of GBP 18.84 is expensive, so can you cancel the Global Shipping Program of ebay?
