①proceed toにしてしまうと「向う；赴く」という意味になってしまいます。作業を進めるばあいはproceed withで大丈夫です。
②契約書関連の翻訳をするとagreementを契約と訳すことが多々ありますので"contract"にする必要は無いと思います。
③promoteだと何か販売戦略などの推進を思い浮かべてしまうのですが、ここでは契約手続き対応を求められているのでpromotoだと意味合いが少し替わってきてしまうような気がします
