素敵なオファーをありがとう。それらの商品の仕入れを検討しているのだが、数日前に私のPayPalアカウントは審査のために停止された。PayPalの審査の担当者がいうには、最近、私が大きな金額の取引をしたからだそうだ。審査終了には数日かかるらしい。8月の頭になれば、私のPayPalアカウントは再び送金可能な状態になる思うので、それまで待って頂けるだろうか？

Thanks for the wonderful offer. I have been debating to purchase those items but only few days ago was my PayPal account was put on restriction for going through the screening process. According to the person in charge of the PayPal screening, it is because I have withdrawn a large amount of fund recently. It appears to be taking a few days to get it completed. Would you please wait till the begining of August until my PayPal accont becomes available again for remittence?

ただ、二文目に、恐らく消し忘れだと思うwasが残っていたこと、withdrawという単語を使うと、お金を引き出すという意味になってしまい、「大きな金額の取引をした」と少し意味が変わってしまうということ、また、beginningとaccountの二箇所にスペルミスがありました。そこで、星を三つとさせて頂きました。

レビューありがとうございました。外資系銀行員だった時の職務上の経験から、一般的に企業の口座が「大きな取引」により停止する場合は、多額の入金があったからではなく（銀行は入ってくるお金はwelcomeであってもケチをつけることはありません）、多額の出金が原因になりますので全部ひっくるめて口座から出て行ったものという意味合いでwithdrawは適切な表現です。
