受けていないものが多くあります

I paid fine twice in this year.
I've paid total 7,700 pond.
Then I received third fine today.
What kind of fine are these?
My sales is low and I could not receive many Refund of import VAT due to I did not receive C79.
It is painful that I pay continuously as said by HMRC.
I start thinking about to cancel VAT registration.
How much cost is for to do this?
