先日ベビーカーを購入しました。
ベビーカーの説明書に図解されている部品がないようです。
（説明書の写真を添付しました）
タイヤとタイヤを繋ぐワイヤーの様な部品です。
こちらのサイトにも写真があります。
この部品は付属しないのでしょうか？
また、付属しないとしたら、どういった理由からですか？

I purchased a stroller the other day.
There is one of the parts missing which is described in the manual.
(Attached is the picture of the manual)
The parts is a wire like one connecting tire with other tire.
There is a picture in this site too.
Wasn't this parts attached?
And if it wasn't, what is that reason?
Please let me know asap.

It seems like a part that's mentioned in the manual is missing.

It is a wire like part which hooks up two wheels.
