It is your responsibility to be sure that each employee has a developmental plan. Analyze the areas that each person needs to focus on. And when you come up with a plan, write it down so that the employee knows and agrees on the goals for the next year.

Opportunities
It is not your responsibility to discover every opportunity for every employee. Certainly, you should keep your eyes open and pass on opportunities to the right employee. Make sure that the budget and time are available for the employee to fulfill the plan you come up with. But the execution of the plan, just like the job, is the responsibility of the employee. Development is not an extra; the plan makes it a part of the job.
