The item with orange line in "data" tab is with no tax.
Other than that, there is no problem.

I have UK pound accound of payoneer
Can I get refund of VAT or make payment for VAT with this account?

The item highlighted in orange that you can find in the "Data" tab is 0-taxed item.
I recognized no other problems.
