幼稚園においては、教員自身の外遊びの体験の不足等により、幼児が遊びながら楽しく運動するような指導が行えていない。また小学校においては、専任の体育の教員が非常に少なく児童の発達段階に応じた体育の指導が行えていない。また地域におけるスポーツ指導者についても、子どもの発達段階に応じた指導方法を心得ている指導者が少なく、いきなり技術的なことを教えたり、勝ちにこだわった指導をして、子どもがスポーツの楽しさを知ることなくやめていく場合もあり、スポーツ嫌いにつながるとの指摘がある。
