弊社では以前に何度も、今回と同様の注文量の商品発送をFedEx IRを使用して米国から日本へ輸入しています。
地域によって対応が異なるのかもしれませんね。
どうしても1度の発送量が多いというのであれば、
この注文を2つに分けて発送して下さい。
そうすれば1発送分が14個なので問題ない数量だと思いますが。
なお、発送際はpalletsは使用しないで下さい。
FedExに勧められても、palletsは絶対に使用しないで下さい。

Depends on the location, you might get some different suggestions.
If you were told that the quantity exceeds for one shipping, please divide the shipping into two lots. In that case, one lot of shipping would be 14 pcs and there should be no problem.
By the way, please do not use pallets for shipping.
Even if FedEx suggests it, please avoid using them at all costs.
