米国アマゾンには「Amazon Tax Exemption Program」という制度があり、購入者
が非課税対象者である証明(Exemption Certificate)をアマゾンに提出し、登録さ
れることで免税を受けられます。

Regarding Sales tax exemption in Amazon US you asked about, there is a system called "Amazon Tax Exemption Program" in Amazon US, and buyer can receive tax waiver by submitting Exemption Certificate to Amazon and getting registered.
