Paypalの受け取り制限を解除して頂かないと支払うことが出来ません。
そちらがUSAアカウントのみの受け取り設定にしているようなので
やり方は私にはわかりません。
受け取り制限を解除後、インボイスを送ってください。
解除されればいつでもお支払い可能です。
