The postal mails from Government even direct to the foreigners, but they are all in Japanese. The guides/instructions for facilities in public parks, gyms, public services are sometimes only available in Japanese. This makes foreigners who can't understand Japanese cannot access those facilities.

The translation is hard to understand which makes you prone to mistake. immigration staffs tending to foreigners regarding their visa, can't speak English at all. Although their paper documents are in English they can't explain it!
Since traffic sign and maps are in Japanese, I sometime make mistakes.
