Although I inquired to engineers of Rakuten and paypal, I was told that it is the first case and the reason is nor known.
Please reassure yourself that as it is under the condition of non-payment, the withdrawal is never made.
For this, as a solution, all what I consider is that I will cancel this order once, and if possible please re-order after changing the payment method to credit card.
