戦前の日本でガスの普及が遅れたことには事業者側の事情もあった。第一次大戦によって石炭価格が高騰したにもかかわらず、地方自治体と締結した報償契約によってガス料金値上げは認めてもらえなかった。結果ガス会社の利益は縮小し、特に地方の中小ガス会社ではコークス等副産物の販路がなかったため大幅なコスト増に耐えきれず、１９１０年代後半に多くの会社が解散され、事業再開までに十年以上を要した。また大手ガス会社の中には採算の取れない地域への供給を廃止することによって経営危機に対処した例もあった。

It took a lot of time for them to reopen their business.
