その要因となっているのが、偏西風と「ブロッキング高気圧」の存在。
北日本付近を西から東に流れる偏西風の流れが、1月中旬ごろから、南へ大きく蛇行し、寒気が日本付近まで南下しやすい状態になった。
さらに、日本のはるか北東の海上に発生したブロッキング高気圧によって、寒気が抜けにくくなっている。
