１．また現在世界は大きく変わっている。今までの国同士の戦争だけではなく、地域による紛争や、テロによる攻撃など戦争の形が変わってきている。そのような事柄に日本の平和憲法が対応できなくなってきているし、日本国民自身で日本国民を守ることができなくなってきている。
２．日本は、また新しくできた国や、独立したばかりの国が新しく憲法を作るときに、アドバイザーとしてその国の憲法の制定の手助けをしたり、また色々な援助や支援を惜しみなくしている。
1. Additionally, the world is currently undergoing a big change. Besides wars between nations, the form of wars is changing to include regional disputes and terrorist attacks. The "Peaceful Constitution" of Japan is becoming ill-equipped to handle these incidents and the Japanese people are becoming less capable of defending themselves.
2. Japan has been helping new nations or those that recently became independent to write their new constitutions as advisers, as well as generously providing various forms of support to those nations.
