I have asked to a shipping company that shipped the product and then, they asked their international branch and the British consulate located in Japan. The answer I received from them is that there is nothing we can do about a tariff and a fee occurred in UK. If there was the mistake, the possibilities that I can think of is that a staff at custom might have misread ¥3700 as an £3700 or prepayment shipping might have mistaken for payment of arrival and so on, since there is no way that £21 of tariff and fee would be charged on the product of ¥3700.

I asked the delivery company which sent my products.
Then, the company asked its international branch and the English consulate in Japan.

In the result, they said "you can do nothing for the custom duty or charge in England".

However, 21 pound of custom duty or charge for the product of 3700 yen is unbeleivable.
So there is possibility that the staff in the customs misuread 3700 yen and read it as 3700 pund or the product paid by the shipper was mistakenly arrived on a C.O.D. basis.
