この１セット不足分を送っていただけるか、あるいは１セット分の料金を返金をしていただけますか？

I am sending you the scanned slip which was attached to the package I received, so please take a look.
As you can see, it says 18 dolls in the item list. And there was also 18 dolls packed inside the box. It can’t be 20 dolls.
Could you send me another set, or refund me the difference?

It is clearly stated under the item list "$18". Hence the value of the contents in the box is $18.
It's definitely not $20.
Can you either send me the missing set, or refund me for the set?
