購入した2台中1台の“Strong ultrasonic head”が動作しません。
不具合のある“Strong ultrasonic head”を返品する場合、日本からだと送料が98ドルかかります。
送料を負担いただけるのでしょうか？負担いただけるのであればお送りします。
もし負担いただけないのであればこちらで廃棄します。

One of two "Strong ultrasonic head" machines I bought from you doesn't work.
If I return the broken one to you it would cost $98 from Japan for shipping.
Are you going to pay for it? If you pay for the shipping I would return this to you.

The strong ultrasonic head of one of the 2 machines I bought is not working.
It will cost $98 to ship the malfunctioning strong ultrasonic head back to you.
