I found that the tracking number I input was the number for immigration, not the tracking one. But I input for a trial and I also found that the record remained as the delivery status of "DELIVERED IN/AT MAILBOX" eBay on Jan. 6the 2021. I would like to show you the picture site.

It will be delivered within 30 days after shipping. We know that it has been delivered, so this number was effective for a while. When we checked with USPS, this number was not valid. In actual fact, even if it was delivered, it could be the case of someone committing a crime by “posing as the buyer and making a false claim about not receiving it”. So please check with the post office. Also, we will request PayPal to collect back the refunded fees.

It means the delivery was within 30 days after the shipment. It's not clear whether the delivery has been actually completed, but the number was valid temporarily. It wasn't reflected anymore after the second conformation with USPS. Even the delivery has been actually completed, there is a possibility that it is "a false accusation can be made because buyer has not received" kind of crime, so I ask for an investigation at post office. Also I'll report this to PayPal, so that the refund money will be returned.

It shows the shipping was delivered within 30 days. I am not sure the shipping was completed actually but the number was temporarily effective. However, again I confirmed it to the USPS and the number disappeared. I will report this issue for asking an investigation as this might be an offence on a possible new scam by a false declaration given by the offender, even if the shipping completed. Also, I will appeal this to PayPal to collect the fund returned.
