In Japan, a bill for decreasing the salary of national public officers for 8% in average was submitted to the parliament. Also a bill for giving the right to conclude a treaty was submitted. (Some of the basic labor rights are restricted for Japanese national public officers, and they cannot conclude a treaty nor have the right to dispute.)
