2014年、民間企業の実雇用率は1.82％。ダブルカウントや短時間労働の因子などにより、実雇用率と実際の雇用人数との割合には「溝」が生じる。本稿は実雇用率にかかる制度的・歴史的な経緯等を整理した上で、前述の「溝」が、新聞記事の中でどのように取り扱われているかを考察した。

In 2014, the actual (disabled person) employment rate is 1.82%. Due to few reasons such as double counting and part-time employment, there is a 'gap' between the actual employment rate and the real number of people employed. This article studies how this 'gap' is treated in newspaper article, considering organisational and historical factors regarding the actual employment rate.
ELNETを用い、2012～2014年、全国紙(朝日、読売、毎日、日経)の中で、「障害」と「実雇用率」をキーワードにして、記事を検索。64個の記事がヒットしたが、実雇用率にかかる正確な説明があったものは、1社。新聞記事での正確な取り扱われ方を社会的な定着の一つの指標として見るならば、社会的な定着については十分とは言い難い。今後は、「溝」がどのような形で存在するかが研究課題として考えられる。

We have searched some articles by "disabilities" and "actual employment rate" in country-wide newspaper (Asahi, Yomiuri, Mainichi, Nikkei) during 2012-2014 using ELNET. There was only one press company which had a clear explanation regarding actual employment rate among 64 articles hit by those words. It cannot be considered that social awareness is enough, if we set one of the indicators of social awareness is the accuracy of article in newspaper. The study issue will be in what form "the gap" will exist in the future,

We search the keywords 'disabled' and 'actual employment rate' for articles from nationwide newspaper (Asahi, Yomiuri, Mainichi, NIkkei) from 2012 to 2014. 64 articles were found, but there was only 1 newspaper explaining the actual employment rate properly. If we consider how it is treated in newspaper articles as an indicator of it is widely recognized in the society, then the actual rate is not one. Going forward, it is a research topic to be considered in what form the 'gap' exists.
