2014年、民間企業の実雇用率は1.82%。ダブルカウントや短時間労働の因子などにより、実雇用率と実際の雇用人数との割合には「溝」が生じる。本稿は実雇用率にかかる制度的・歴史的な経緯等を整理した上で、前述の「溝」が、新聞記事の中でどのように取り扱われているかを考察した。 ELNETを用い、2012~2014年、全国紙(朝日、読売、毎日、日経)の中で、「障害」と「実雇用率」をキーワードにして、記事を検索。64個の記事がヒットしたが、実雇用率にかかる正確な説明があったものは、1社。新聞記事での正確な取り扱われ方を社会的な定着の一つの指標として見るならば、社会的な定着については十分とは言い難い。今後は、「溝」がどのような形で存在するかが研究課題として考えられる。
