The baptism by pouring water is for foreigners to purify their sins and to forgive them. It is necessary for the foreigners but it should not be for the people in Israel. Then, why John did the baptism by pouring water to Israel people.
It is stated "Why baptizes thou then" in 【john:1:25】. The baptism that is a ritual using water was transformed to a ritual for the foreigners to change their religion at certain time in Israel.

To pour water at the baptism is when a foreigner takes out the religion, it used to be done as a symbol to clean the foreigner's sins and pardon. This is not necessary for the Israeli but for foreigners. Even though John is an Israeli why should he baptize the Israelis by being poured water. It says in the [john:1:25] " Why baptizes thous then". The ritual to use water "baptism" in Israel, on one occasion, started as a ritual of conversion for foreigners.
