追跡番号は正しいですし、添付画像にもある通り7月24日時点でLAに到着していると表示されています
前回も伝えました通り全額返金もしくは同じ商品を再送させて頂きますのでどちらか選んで下さい
商品再送の場合はより安全で早く荷物が到着するEMSにて送ります
もちろん追加料金は必要ありませんし、紛失した荷物の保険請求も我々がしますのであなたは何もする必要がありませんのでご安心下さい

I don't understand why USPS said to you so.
It is wrong that you can't chase unless it was shipped inside of the USA.
The trucking number is correct, it says that it was arrived in LA on July 24th as the attached picture.
As I told you before, you can either I refund all or send you an exact same item again.
I will ship it with EMS which is safer and faster.
Of course there is no additional fee we will take care of the missing item.
So you have nothing to worry about, please be relieved.
