The industry tycoons were disorganized and the cartels were legally prohibited according to Anti-trust laws. The rapid inflation had caused the big problem with the recovery of the production system. As the inflation deterrence policy and the slant production mode adopted, these problems had shown the great improvement. But Joseph Dodge sent from America took the new economic policy, that coerced the stringent financing scheme to Japan and the economy in the process of the resuscitation had worsened again.
