В 2006 году Верховная Рада официально признала Голодомор 1932-33 годов геноцидом украинского народа. По закону, публичное отрицание Голодомора считается противоправным, но наказание за такие действия не уточняется.
Однако среди историков и политиков нет единого мнения относительно того, можно ли считать Голодомор геноцидом в юридическом смысле этого слова, закрепленном в Конвенции ООН о предупреждении преступления геноцида и наказании за него.
При этом "отец Конвенции о геноциде", доктор Рафаэль Лемкин, который собственно и придумал этот термин, в 1953 году сказал, что "уничтожение украинской нации" - это "классический пример геноцида".

In 2006, the Verkhovna Rada officially recognized the Holodomor ("Extermination by hunger") of 1932-33 as genocide against the Ukrainian people. According to the law, the public denial of the Holodomor is considered illegal, but the punishment for such actions is not specified.
However, among the historians and politicians there is no consensus about whether the Holodomor is “a genocide” in the legal sense of the word, enshrined in the UN Convention on the prevention of the genocidal crimes and punishment for it.
The "father of the genocide Convention, Dr. Raphael Lemkin”, who invented the term, in 1953, said that "the destruction of the Ukrainian nation" is a "classic example of genocide".

В 2010 году президент Украины Виктор Янукович, выступая в Страсбурге в Парламентской ассамблее Совета Европы (ПАСЕ), заявил, что "признавать Голодомор как факт геноцида относительно того или другого народа, мы считаем, будет неправильно, несправедливо". По его словам, это была общая трагедия государств, входивших в состав СССР.
Такого же мнения придерживается и российское правительство.
Голодомор признали геноцидом украинцев 23 государства: Австралия, Андорра, Аргентина, Бразилия, Грузия, Эквадор, Эстония, Испания, Италия, Канада, Колумбия, Латвия, Литва, Мексика, Парагвай, Перу, Польша, Словакия, США, Венгрия, Чехия, Чили, а также Ватикан как отдельное государство.
