ほとんどの国のebayメンバーが、Unconfirmed addressしか持てないのです。というのは、Confirmed addressになるにはAddress Verification Systemに対応したクレジットカード会社のカードをPaypalに登録する必要があるのですが、現在、Address Verification Systemに対応しているのは限られた地域のカード会社のみです。日本のメンバーがConfirmed Addressになるのは難しいのです。

Most of country's eBay member have an Unconfirmed address only. Because, you have to register an Address Verification System compatible credit card to PayPal to be a confirmed address, but now, an Address Verification System compatible card company is in limited region only. It's difficult to be a Confirmed Address for Japanese member.

The ebay member in most countries can have only an unconfirmed address. In order to have your address confirmed, you need to register the credit card of the card company corresponding to Address Verification System with Paypal. However, there are credit card companies corresponding to the system only in the limited area now. So, it is difficult for Japanese members to get an Confirmed Address.

The paypal users in most countries only have unconfirmed address. Because, you need to register the credit cards which is applied to Address Verification System to paypal but these credit cards are only available in a few areas. It very difficult for Japanese people to have a confirmed address.
