日本の銀行で口座を開くのには、日本国内に居住していることを証明する書類および本人確認書類が必要です。
日本で日本円を引き出したいのであればciti bankの口座をもっていれば預金を日本で円で引き出す事ができるようです。手数料が非常に高いと聞きましたが、、、。

If you would like to withdraw Japanese yen in Japan, it looks like you can withdraw it if you have an account with Citibank. I have heard that their fees are extremely high though...

You need ID and proof of residency in Japan to open a Japanese bank account.
If you want to withdraw yen in Japan, I think you can withdraw money from a citi bank account in yen. I've heard the handling fees are very steep, though...
