理由は今ある情報だけでは判断のしようがありません。
検証するならば、もう一度エレメントを送ってもらい、弊社でも検査をして比較するしかありません。
弊社の検査でNGが出れば、先方の試験方法に何らかの問題があるということになります。
そこを検証しないと、他の検証に進めないと思います。

念の為に下記は確認されるといいかと思います。

検査の手順は正しいか？
メンブレンは弊社と同じ精度のものか？
メンブレンの機器は先方で調達されたかと思います。
