日本のFedExに確認したところ、日本側から現地(アメリカ)に書類を送付してドライバーに持参させるという対応は出来ないと言われました。
現地の荷送人から現地のFedExへ直接連絡いただき、BOL持参が必要な旨を現地のFedExへお伝えいただく必要があるとのことです。
つきましては、貴社から現地のFedExカスタマーサポートへご連絡していただき、直接貴社からFedExへBOLを送付していただけますか？

As I checked with FedEx in Japan, I was told that from Japan side they cannot arrange document sent from US to have it delivered by the driver. They told me that local sender needs to directly contact local FedEx and tell them that BOL must be brought in.
Therefore, will you contact local FedEx customer support from your side and directly send BOL to FedEx?
