「3GB以上通信した場合に制限がかかる」という事ではなく、
「３日間で3GB以上通信すると制限がかかる。」という事です。
（短い期間でいきなり大きな通信をすると、制限がかかってしまうようです）
万が一、速度制限がかかった後もWiFiはご利用可能です。
速度制限の期間中でも、目安としてYouTube動画の標準画質が見られるレベルで通信いただけます。
とても大きいファイルをダウンロードしたり、高画質の動画を見ないかぎりは、問題ありません。

it means "restricted after exceeding 3GB in the space of three days."

If you should exceed the limit, you can still use WiFi.
