上司は「日米間で協力案件を特定した後で、協定を締結すべきである」と提案してきました。よって「協力案件を特定するための対話を先にすべきである」と。
私は、貴国にとってこの協定の締結が、対話を始めるために必要であるということを理解しています。従って、再び上司と相談したいと思っていますが、貴国が対話を始めるために、なぜこの協定の締結が必要なのか、具体的な理由があれば教えてもらえないでしょうか（例えば、出張がしやすくなる、予算がとりやすくなる等）。

My supervisor proposed, 'We are to reach an agreement only after exactly specifying on which points we, between the US and Japan, can reach an agreement at all.' Therefore, 'We ought to hold a meeting in order to specify on which point we can agree at all.'
I understand that your government needs to conclude this agreement so as to begin our dialogue. Thus I believe I need to talk to my supervisor , but I still need to know the reason why you need this agreement to conclude in order for us to get started to hold a dialogue with your government if there is any (for example, it will be easier for your officials to go on official trips, it will be easier to secure some budget, etc).
