バイヤーは返送ラベルを使用しないと、商品の不着のリスクがあると言っています。

しかしいくらバイヤーに待ってもらっても私は返送ラベルを作成出来ません。
もうすぐエスカレートの対応期限の５日が経過してしまいます。
この場合、今後どう対応するべきなのですか？　具体的に指示してください。
