この度は商品が届かなかったとのことで、大変ご迷惑をお掛けし申し訳ございません。
また、お誕生日に間に合わず、大切な記念日に悲しい気持ちにさせてしまい重ねてお詫び申し上げます。

日本の郵便局に問い合わせましたところ、
11/18にケネディ国際空港まで到着していることを確認いたしました。
通常であればアメリカ国内に到着後、4日ほどでお届けできるそうですが、
届いていないとのことですので紛失の可能性があります。

As I checked with Japan office, it was confirmed to have arrived at Kennedy International Airport on November 18th.
Normally it takes about 4 days till delivery after arriving at US, but it did not reach you so it might have been lost.
