不良品についてこちらから連絡し、
仕入先から回答がきました。

製品の検査時にフックが塗装でくっついている場合、繰り返し開閉することで動きがスムーズになれば販売しています。
しかしながら、このように修正した場合でもお客様からフックが固まって動かなくなったというクレームで返品されることがありました。
以上の事により検査の時に問題があったものは、修正しても後に問題が発生する確率が高いものと思われます。
また、フックの留め部がゆるいものや曲がって本来の位置に収まらないものは、修正ができませんので販売はできません。

If we find the hook is stuck by the paint at product inspection, we sell it if move smoothly by repeating opening and closing.
However, there were some cases customers returned them complaining the hook had stuck even after we fixed them.
As you can predict high probabilities of the problems even after they are fixed if there was a problem at the time of inspection.
In addition, those bear part of the hook is loose or those that do not fit into the original position by bent, can not be sold because they can not be fixed.
