Regretを使うならI regret to tell you that~、それにこだわらなければ普通にThere is a bad newsが自然だと思います。There is a regrettable reportという言い方がUnfamiliarだったのでググって見たら1件しかヒットしませんでした。
最後の一文も意味が少し違うと思います。looking forward to serve you again とか。
